The development of Roman power and influence made wealth focused on a small part and made the society divided into two classes: nobility and popular. The nobility controlled most of the property, trade, power and the army. And only they can have a position in VNL or parliament. Ordinary people make up the majority of the population, mostly farmers and craftsmen working for the nobility (except for a few self-employed in their small farms). They have no say in the government.
